While the restoration of Israel was beginning, Daniel was still in Persia.  He waited for a message from God, but it did not come for 21 days.  Finally the message came.  An angel told Daniel that God had heard Daniel's words since the first day.   But the angel had been detained by the Prince of Persia for those 21 days.  Michael had finally come to help him, so he was able to get through.
